The world could be divided into two distinct sections. The first is the world as it happens whether you percieve it or not. And the second is the world as it plays out inside your head. Imagine the world as if it were without motion and was instead a series of snapshots, where half the snapshots occurred outside your mind and where the other half occurred inside your mind. Now imagine that every snapshot could be attributed a total value, either positive or negative, on the whole.
If we let it be assumed that not every snapshot of the world is bad then we can be sure that somethings are good, or at least neutral. From this we can conclude that on the whole, the world is not totally bad. There may be some good things, maybe even many good things. But this does not account for our perception of the world. Ultimately, how we percieve the world is a choice, isn't it? So if you percieve the world as good on the whole and average that with the world as it exists whether you percieve it or not, then the world is at least neutral.
My perception of the world is that on the whole, its getting better all the time.
